Overbaugh retired as a Colonel in the U.S. Army, culminating his service at the U.S. Special Operations Command. There, he was Director of Intelligence for a Joint Special Operations Command Task Force charged with synchronizing, integrating, enabling and selectively employing multi-domain operations for the Joint Force against emerging and persistent existential global threats to the United States, Allies and Partners.
His experiences during his 25 year career include successfully planning and executing sensitive strategic counterintelligence operations in Europe, the Middle East and the United States in conjunction with U.S. and foreign intelligence services, leading U.S. Army recruiting efforts for central and south Florida, conducting Human Intelligence collection operations along the Afghanistan/Pakistan border, and leading a reconnaissance platoon in combat operations in Afghanistan and Iraq.
Overbaugh has authored or co-authored articles on intelligence, foreign policy and military recruiting which have appeared in Intelligence and National Security, Journal of Strategic Security, and Responsible Statecraft.
Overbaugh holds a MS in Defense Analysis (Irregular Warfare) from the Naval Postgraduate School and a MA in National Security and Strategic Studies from the U.S. Naval War College. In addition, he is a graduate of the US Army Ranger School, the Defense Intelligence Agency’s Advanced Foreign Counterintelligence Operations Course and the Joint Special Operations University’s National Resistance Course. He is also the recipient of the National Counterintelligence Executive’s 2014 Counterintelligence Operations award.
